GenerateParametersAttribute

Emits the modifier's parameter surface from its ParameterAttribute and SlotlessParameterAttribute fields: the nested Param descriptor class, Param.All, and the Descriptors override. A modifier declaring ParameterAttribute or ParameterContainerAttribute fields must carry it.
