Lays out the tables TabularParseRule captures: every cell is a paragraph of the text, wrapped in its column and placed in its row, with the rules the markup asks for drawn between them.
Remarks
Column widths follow the automatic table layout of CSS: columns take their natural widths when the table fits and give up the shortfall in proportion to how much they can wrap when it does not. Fixed-width columns keep their width, and a declared table width (tabular*, tabularx) is filled, X columns first. A table never extends past the width of the text: when its columns cannot fit at their narrowest they shrink further, and cell lines break inside words as the text's own lines do. LaTeX lengths are relative to the text's font size, a 10pt body taken as 1em. Rules take the colour of the text around the table. A table that sets no placement of its own aligns as the text does. A table whose markup stays visible while editing lays out as its source text.
